WBS: breaking a project down into work you can plan
The work breakdown structure turns a scope statement into a hierarchy of deliverables small enough to estimate, assign and track.
A work breakdown structure (WBS) is a hierarchical decomposition of everything a project must produce. It starts from the final deliverable and splits it, level after level, into smaller deliverables — until each branch ends on a piece of work someone can estimate, own and complete. It is the bridge between an agreed scope and a schedule that holds.
The 100% rule
The founding rule of a WBS: each level describes exactly 100% of the level above it — no more, no less. If a phase is decomposed into four work packages, those four packages are the whole phase. Anything not in the WBS is out of the project, which is precisely what makes the WBS a scope control instrument and not just a list.
Deliverables, not activities
A common mistake is to fill a WBS with verbs — "design", "test", "coordinate". A robust WBS is built on nouns: the things produced. Activities come afterwards, attached to each work package. Structuring by deliverable is what keeps two projects comparable and lets a client validate what they will actually receive.
How far to go down
A work package should be small enough to be estimated with confidence and tracked without micro-management. A widely used heuristic puts the useful size between 8 and 80 hours of effort, or one reporting period. Below that, the plan costs more to maintain than it informs; above it, progress becomes impossible to read.
From WBS to schedule and budget
Once the breakdown is stable, each work package receives its effort, its dates, its assigned resources and its cost. The WBS then stops being a diagram and becomes the plan: progress rolls up from the leaves to the phases, and the budget consolidates along the same tree.
